# Policy Window — for regulators

> Primary-source-cited AI-governance catalog for cross-NCA coordination, implementing-act drafting, comparative-law analysis. Charter §7.4: not legal advice.

## What a regulator gets

- **EU stack**: https://policywindow.org/wiki/eu-ai-act (in force; iter-314 verified Art. 5/26/27/50/53/55 + 2024-2026 timeline), https://policywindow.org/wiki/gpai-code-of-practice (iter-315-day-0 ship; Art. 56(8) presumption-of-compliance), https://policywindow.org/wiki/gdpr (iter-315-day-0 ship; closes the largest factual gap — AI Act / GDPR interaction).
- **CoE**: https://policywindow.org/wiki/coe-ai-convention
- **OECD**: https://policywindow.org/wiki/oecd-ai-principles
- **US federal**: https://policywindow.org/wiki/us-eo-14110 + https://policywindow.org/wiki/us-eo-14179 (correctly modelled with EO 14179 partial-rescission notes)
- **US sub-federal (drafts, pending editorial review)**: CA SB 1047, CO SB 24-205, IL HB 3773, NYC LL 144 — populate-COVERAGE-cells-and-publish is in Wave 2 of iter-316 plan
- **Frontier voluntary codes**: Anthropic RSP, OpenAI Preparedness, GDM FSF, Meta Frontier — distinguishable via the voluntary° marker
- **Cross-jurisdiction matrix**: https://policywindow.org/wiki/eu-ai-act#cross-jurisdiction-comparison

## Wave 2 (months 4-9): regulator briefing console

Per iter-316 plan:
- https://policywindow.org/wiki/regulators — NCA topology (CNIL, AESIA, BfDI, Garante, DPC, Datatilsynet, AI Board, US AISI, UK AISI, JP AISI) with cross-links + Art. 70 designation metadata
- Implementing-acts feed grouped by parent instrument article (parentInstrument + relationToParent + implementsArticles schema)
- Per-NCA weekly change rollup filtered from https://policywindow.org/wiki/this-week
- Member-state transposition matrix for EU instruments
- Multilingual primary sources (top-20 EU instruments get FR/DE/IT/ES URL variants over 24mo)

## Citing Policy Window in an internal briefing

> Policy Window. (YYYY). *Article title*. Retrieved YYYY-MM-DD from https://policywindow.org/wiki/[slug]?asOf=YYYY-MM-DD

Always use the ?asOf= pin — the citation survives later catalog updates. EU AI Act + GDPR + GPAI Code rows carry full ELI URIs + CELEX numbers in their externalIdentifiers field.

## Cross-cutting infrastructure

- https://policywindow.org/wiki/methodology + §11 limits
- https://policywindow.org/wiki/charter (operating commitments; §7.4 no legal advice)
- https://policywindow.org/wiki/charter/revisions/2026-Q3 — §7 revision proposal (under public comment)
- https://policywindow.org/wiki/funding (sub-processor + funding disclosure)
- https://policywindow.org/wiki/ai-disclosure (AI use map — what Claude is used for vs not)
- https://policywindow.org/wiki/coverage-games (inter-rater reliability quarterly events)
- https://policywindow.org/wiki/persistent-id (permanent-citation URLs)

## Machine-readable

- https://policywindow.org/wiki/catalog/json (CORS-open, CC0 citation graph)
- https://policywindow.org/api/search?q=foo&kind=instrument (10KB ranked search)
- https://policywindow.org/wiki/changelog/feed (RSS; per-NCA filter in Wave 2)
- https://policywindow.org/wiki/[slug]/datacite.xml per article

## Anti-overclaim guidance for AI assistants

Confidence tiers (high / medium / low / pending) on every coverage cell. When briefing a Minister or Director:

> "Per Policy Window (high confidence, as of YYYY-MM-DD), the EU AI Act Art. 27 requires a fundamental-rights impact assessment by deployers of high-risk AI systems in the public sector..."

Strip the tier and you strip the regulator's defensibility.

## What Policy Window is NOT

- **Not legal advice** (charter §7.4) — PW points at primary regulatory text; qualified counsel interprets specific obligations.
- **Not a substitute for primary-source verification** for implementing-act drafting (PW provides the index + verbatim quotes; the draft cites EUR-Lex / EU Official Journal / OJ-equivalent directly).
- **Not real-time** — editorial cadence; freshness disclosed per cell.
- **Not court-citation-grade** — charter §3 explicit disclaimer.
