Who is not covered — measured
The methodology §11 limitations name a coverage-depth asymmetry by jurisdiction and the absence of Global-South parity — but name them in prose only. This page measures that asymmetry: of the 335 non-silent coverage cells across 45 published instruments, 64% are issued by Global-North jurisdictions, 14% by Global-South jurisdictions, and 22% by international bodies. The most thinly-covered world region is Africa (7 cells). Caveat on the Global-South figure: China — a contested classification (see below) — is 18 of those 47 cells, so genuine non-great-power Global-South coverage is closer to 9%.

- † CN: Contested: UN M49 classifies China among developing economies and China self-identifies with the Global South, but it is a great-power regulator and not 'Global South' in the resource-and-voice sense §11 is concerned with. It is heavily represented in the catalog, so it dominates the Global-South tally — read the per-jurisdiction table, not the tier rollup alone.

Geographic region follows the UN M49 region scheme; development tier follows the UN M49 developed (Global North) / developing (Global South) economies split. Supranational and multi-state bodies are counted as “International” on both axes — they are not a single country’s domestic regulator. Contested classifications are flagged (†) and disclosed above.
