Companion to /wiki/goals. Goals are the multi-year targets; this is the quarterly cadence of work needed to hit them. Missed milestones stay visible with slip reasons; quietly deleting a missed milestone would be silent failure, which is the opposite of the operating commitments in /wiki/charter.
