Living-review currency
A static encyclopedia and a point-in-time review both go stale silently. Policy Window makes currency a measuredproperty: for every topic, it compares the article's last review date against the latest review date of each instrument that governs the topic. When a governing instrument was added or re-reviewed after the article, the article is flagged review-recommended— a prompt to confirm it still reflects the catalog, not an assertion that it is currently wrong.
